La grande corruption règne en maître au Maroc

Imaginez que le chef de l'Etat français soit aussi, dans le même temps, propriétaire de la plus grosse holding privée du pays. Difficile à envisager ? Attendez, cela ne fait que commencer. Imaginez aussi que le secrétaire général de l'Elysée soit le PDG de cette holding. Imaginez que cet homme, ainsi devenu l'homme d'affaires le plus puissant de la République, possède par ailleurs une ribambelle d'entreprises en son nom propre, qui décrochent des concessions ou marchés publics à tour de bras. Inconcevable, dites vous ? Ce n'est pas fini. Imaginez maintenant que le premier ministre prévoie, par décret officiel, d'investir des millions d'euros d'argent public dans une société privée appartenant au secrétaire général de l'Elysée... Et enfin, le coup de grâce : imaginez que la société en question soit une entreprise fantôme sans locaux ni personnel et qui présente le pompon de faux chiffres en guide de plan d'affaires !
Si seulement le dixième de tout cela était vrai, le président français tomberait immédiatement, entraînant le gouvernement, voire la cinquième République dans sa chute. Mais ce qui n'est pour la France qu'une fiction invraisemblable est la réalité crue du Maroc, un pays ami et allié. Pour ceux qui l'ignorent encore, le roi Mohammed VI est en effet l'actionnaire majoritaire du groupe SNI, qui comprend entre autres la plus grosse banque privée, le plus gros opérateur minier et la plus grosse chaine de distribution du royaume. L'homme qui dirige ce conglomérat tentaculaire, dont le chiffre d'affaires équivalait il y a quelques années à 8% du PIB, s'appelle Mounir Majidi, et il occupe en même temps la fonction de secrétaire particulier de Mohammed VI.
A ce titre, il est le plus proche collaborateur du souverain puisqu'il aménage son agenda, organise ses rencontres, filtre les informations qu'il reçoit, etc. Cette double casquette fait de M. Majidi l'homme le plus détesté par les milieux d'affaires marocains. Forcément : il leur livre, au nom du roi, une concurrence aussi impitoyable que déloyale, vu son influence démesurée sur des organismes financiers comme la Caisse de dépôt et de gestion, le ministère des finances, l'administration des impôts, etc. Mais l'homme d'affaires de la monarchie n'oublie pas ses propres intérêts. Egalement propriétaire de plusieurs entreprises opérant dans divers secteurs, M. Majidi n'hésite pas, pour défendre ses affaires personnelles, à tirer sur les leviers étatiques dont il dispose. Révélée il y a deux semaines sur le blog de l'auteur de ces lignes, l'affaire BaySys illustre jusqu'à la caricature la mécanique implacable du "Majidi business", aujourd'hui au cœur de la corruption d'Etat au Maroc.

Ilham Hasnouni, 21 años, la más joven presa política de Marruecos

"Me golpearon dándome patadas hasta que perdí el conocimiento"
Hasnouni pasó en octubre 48 horas en los sótanos de la comisaría de la más célebre plaza del país antes de ingresar en la cárcel de mujeres de Boulmharez en Marraquech. Si no se vuelve a aplazar será juzgada este martes por la veintena de cargos que ha presentado la fiscalía contra ella. En teoría puede ser condenada a cadena perpetua.
El dormitorio atiborrado de reclusas de la prisión le pareció a Hasnouni casi un lujo comparado con el "sótano húmedo y oscuro" donde durmió en comisaría entre dos interrogatorios. A veces los agentes que la rodeaban "ni siquiera esperaban las respuestas a las preguntas", recordaba la reclusa en un relato que logró sacar de la cárcel. "Me golpearon dándome patadas hasta que perdí el conocimiento".
Los primeros golpes se los asestaron, según contó, los cinco agentes de paisano que la apresaron el 12 de octubre en su domicilio familiar de la ciudad costera de Essaouira. "Cuando tuve que subir al coche [policial] la cabeza me daba ya muchas vueltas por los porrazos recibidos" al tiempo que la insultaban llamándola "traidora, hija de puta", etcétera. "En cuanto tenéis el estómago lleno os rebeláis", le espetó uno de ellos.

Moroccans march to seek change.
Demonstrators demand large-scale political and economic reforms in the North African kingdom.

Calls for change sweeping the Arab world have now spread to the kingdom of Morocco, where thousands of people have taken to the streets in the capital to demand a new constitution.
The demonstrators shouted slogans calling for economic opportunity, educational reform, better health services and help in coping with rising living costs during the march on central Hassan II Avenue in Rabat on Sunday.
A protest organiser said the turnout at the rally was more than 5,000. But police said fewer than 3,000 people had marched.
Many in the crowd waved Tunisian and Egyptian flags, in recognition of the uprisings that toppled the two country's long-standing rulers.
Uniformed police kept their distance from the protest, but plain-clothes officers with notebooks mingled with the crowd, amid chants of "The people reject a constitution made for slaves!" and "Down with autocracy!"
Some called on Abbas El Fassi, the prime minister, to leave but placards and slogans made no direct attacks on the king.
"This is a peaceful protest to push for constitutional reform, restore dignity and end graft and the plundering of public funds," said Mustapha Muchtati of the Baraka (Enough) group, which helped organise the march.
The protest was initiated by a group calling itself the February 20 Movement for Change, which has attracted 19,000 followers on the social networking website Facebook

Moroccans riot ahead of protests.
Police station in Tangier attacked in dispute over utility firm's management a day before planned countrywide protests.

Protesters have attacked a police station and premises linked to French firms in the Moroccan city of Tangier in a dispute over the local utility firm's management, organisers and residents have said.
Saturday's violence came a day before a planned nationwide protest to push for political reform but there was no immediate evidence of a direct link.
Riot police intervened to break up the protest in Tangier, which evolved from a sit-in in front of the city hall to a march that gathered hundreds of protesters, the Moroccan branch of the local activist organisation, Attac, said on its website.
The sit-in was organised to push for the cancellation of a utilities contract that the city has awarded to an affiliate of the French firm Veolia.
Moroccans in cities where foreign firms run utility services often complain of hefty tariffs.
Residents, speaking on condition of anonymity, confirmed that a protest initially against utilities tariffs had developed into a march, which anti-riot police prevented from reaching the city centre.
"No tear gas, nothing was fired. They used long truncheons to disperse the crowds," one resident said.

Al ritmo que se reparten los panfletos, se suceden también los arrestos. Dos menores de edad en Kenitra, y cuatro jóvenes (uno de Casablanca y tres de Marraquech) han sido interrogados hoy por la Policía antes de dejarlos en libertad, denuncia la Asociación Marroquí de Derechos Humanos (AMDH), que se ha sumado a las reivindicaciones del ya llamado Movimiento del 20 de Febrero.
Un movimiento integrado al principio por sólo seis jóvenes que animados por las revoluciones de las vecinas Túnez y Egipto, crearon un grupo en Facebook para reivindicar en su país democracia, separación de poderes y derechos sociales. Tienen más de 20.000 seguidores en la red de redes.

A su lado están las más reivindicativas asociaciones de derechos humanos del país, sindicatos, partidos políticos de izquierda y organizaciones islamistas como la ilegalizada Justicia y Caridad, del Jeque Yassine, con un gran tirón entre la población. "Rechazamos la tiranía y la corrupción en este momento único de la historia", ha dicho esta tarde en una rueda de prensa Mohamed Elaouni, representante de la Instancia Nacional por una Constitución Democrática y de la Red de Apoyo a las Revueltas Magrebíes. Elaouni ha llamado a una participación masiva en las manifestaciones del domingo y ha denunciado las intimidaciones contra el Movimiento del 20 de Febrero.
Elaouni ha señalado como una de las reclamaciones de los organizadores de las manifestaciones que el primer ministro en Marruecos sea independiente de Palacio y que el rey guarde atribuciones representativas.

Al Jazeera slams Morocco curbs.
Network deplores closure of bureau in Rabat, saying its coverage has always been fair and balanced.

Al Jazeera has denounced the suspension of the network's operations in Morocco.
In a statement on Saturday, Al Jazeera said that the closure of its bureau in the capital, Rabat, would not change the network's editorial guidelines.
"Al Jazeera is committed to an editorial policy based on the principal of providing alternate opinions," the statement said.
"Al Jazeera's coverage of Moroccan issues has always been professional, balanced and accurate."
The network said it would continue its coverage to serve the interests of viewers in line with journalistic values.
The press accreditations of Al Jazeera's staff in Morocco were withdrawn on Friday and the communications ministry said in a statement that the sanctions followed "numerous failures in following the rules of serious and responsible journalism".
...Reporters without Borders (RSF) voiced surprise at the Moroccan curbs.
"It's a very surprising decision from the government, especially because there was no legal background. It's just a very administrative and political decision," Vincent Brossel of Reporters without Borders told Al Jazeera from Paris.
He said that RSF "suspect that this decision is linked to the way your channel has been covering different issues, especially the Western Sahara, and I think it's mainly because you open your microphone to all sides, and not only the government's side".
"I think it's mainly because you are doing your job, which is quite unfair."
The government recently prevented a Spanish journalist from travelling to the Western Sahara, Brossel noted.
"It's unfortunately a sort of new trend in Morocco. When foreign media is doing its job, you can be in trouble".
